Your committee also reported the following bill with amendments:
Bill C-51, An Act to implement certain provisions of the budget tabled in Parliament on January 27, 2009 and to implement other measures.
In addition, your committee reported the following bills without amendment but with observations:
Bill C-18, An Act to amend the Royal Canadian Mounted Police Superannuation Act, to validate certain calculations and to amend other Acts;
Bill C-56, An Act to amend the Employment Insurance Act and to make consequential amendments to other Acts;

Your committee also examined the subject-matter of Bill C-50 and Bill C-56, but did not report on either prior to the bills themselves being referred to the committee.
Further, your committee examined the following bill, but did not complete its consideration prior to prorogation:
Bill S-227, An Act to amend the Income Tax Act and the Excise Tax Act (tax relief for Nunavik).
Finally, following the adoption of Bill C-50, your committee examined and reported on certain aspects of the Budget Implementation Act, 2009.
In addition to the expenses for the examination of estimates and legislation as set out above, your committee also incurred general postal charges in the amount of $34.88.
During the Second Session of the Fortieth Parliament, your committee received 15 orders of reference, held 48 meetings, heard more than 89 hours of testimony from 211 witnesses and submitted 14 reports in relation to its work, including 6 reports dealing with the Estimates (Main or Supplementary).

The Standing Committee on Rules, Procedures and the Rights of Parliament has the honour to table its
FIRST REPORT
Your committee, which was authorized by the Senate to incur expenses for the purpose of its examination and consideration of such matters as were referred to it, reports, pursuant to rule 104(2), that the expenses incurred for that purpose during the Second Session of the Fortieth Parliament were as follows:

During the session under consideration, your committee considered four orders of reference and held 28 meetings. In total, your committee produced seven reports. At prorogation, your committee had yet to report on its orders of reference with respect to the broadcasting of Senate proceedings and the Senate committee system as well as its self- initiated study pertaining to revised Rules of the Senate.
In its first report, tabled in the Senate on February 24, 2009, your committee reported on its expenses and activities in the Second Session of the Thirty-ninth Parliament, pursuant to rule 104.
The second report of your committee, which was presented to the Senate on March 11, 2009, recommended amendments to the Rules of the Senate to provide for a mechanism for the reinstatement of bills from the previous session of the same Parliament. The report was debated in the Senate, but was not adopted.
Your committee's third report recommended amendments to the Rules of the Senate in respect of questions of privilege. The report was presented on May 12, 2009, and was debated but not adopted by the Senate.
The fourth report of your committee dealt with a question of privilege in respect of an erroneous statement concerning the proceedings of the Senate on a Government of Canada website. The report was presented on May 13, 2009, and adopted on June 23, 2009.
Your committee's fifth report recommended amendments to the Rules of the Senate consequential to amendments made to Conflict of Interest Code for Senators during the previous Parliament. The report was presented on May 27, 2009, and was adopted on October 7, 2009.
In its sixth report, your committee examined the rules and practices of the Senate with respect to committee member replacements. It recommended no changes in this respect at this time. The report was tabled on October 8, 2009, and adopted on November 4, 2009.
The seventh report of your committee recommended a new practice with respect to the printing of the Rules of the Senate and the updating of the on-line version of the Rules of the Senate. The report was presented on October 27, 2009, and adopted on November 4, 2009.

During the session your committee, together with its subcommittee, spent 5.9 hours meeting 13 witnesses, and examined and reported on two bills: Bill C-33, An Act to amend the War Veterans Allowance Act; the study of which was delegated to the Subcommittee on Veterans Affairs; and Bill S-2, An Act to amend the Customs Act.
2. With respect to its special study on the national security policy for Canada (authorized by the Senate on Thursday, March 5, 2009):

During this study, your committee spent 48.6 hours meeting 20 persons during public hearings held in Ottawa. In addition to hearings in Ottawa, your committee also spent 161 hours meeting 697 persons while on fact-finding missions to military bases in Ontario and the Maritimes and to land, sea and airport border crossings in British Columbia, Alberta, Ontario, Quebec and the Maritimes.
During the past session your committee also considered a draft report.
3. With respect to its special study on the services and benefits provided to veterans and their families (authorized by the Senate on April 29, 2009):

This order of reference was delegated to the Subcommittee on Veterans Affairs on Wednesday, May 6, 2009. During this study, the subcommittee spent 15.8 hours hearing from 26 witnesses during public hearings held in Ottawa.

(a) analysis of the current barriers in post-secondary education, such as geography, family income levels, means of financing for students, debt levels and challenges faced specifically by Aboriginal students;
(b) evaluation of the current mechanisms for students to fund post-secondary education, such as Canada Student Loans Program, Canada Student Grants Program, Canada Access Grants, funding for Aboriginal students, Canada Learning Bonds, and Registered Education Savings Plans;
(c) evaluation of the current mechanisms to fund scientific research and development in post-secondary and related institutions and the commercialization of such research;
(d) examination of the current federal/provincial transfer mechanism for post-secondary education;
(e) evaluation of the potential establishment of a dedicated transfer for post-secondary education; and
(f) any other matters related to the study;
That the papers and evidence received and taken and work accomplished by the Committee on this subject during of the Second Session of the Fortieth Parliament be referred to the Committee; and

(c) urban economies;
(d) models for collaboration and co-operation among governments;
That the study be national in scope, and include a focus on the largest urban community in each of the provinces;
That the study report include proposed solutions, with an emphasis on collaborative strategies involving federal, provincial and municipal governments;
